PAGASA has also forecasted heavy rains over Ilocos Norte, Batanes, Cagayan, and Apayao due to Bising. Rough seas are anticipated in the western seaboards of Babuyan Islands and Ilocos Norte.

Mariners of small seacraft, including all types of motorbancas, have been advised by PAGASA to avoid venturing out to sea due to the rough conditions.
