Tulfo Backs Ban on Politicians in Cash Aid Payouts

Manila: Senator Erwin Tulfo on Wednesday announced that the proposed 2026 General Appropriations Bill (GAB) includes a provision that prohibits politicians from being present during the distribution of government cash assistance. This move aims to prevent the misuse of aid for political gain.

According to Philippines News Agency, during the Bicameral conference on the upcoming PHP6.793-trillion national budget, objections were raised regarding the involvement of politicians in the Assistance to Individuals in Crisis Situations (AICS) program. It was noted that some politicians were previously involved in leading aid distribution, prompting the introduction of a special provision to ban their participation in such activities.

Tulfo highlighted that the policy he implemented during his tenure as the chief of the Department of Social Welfare and Development (DSWD) has been maintained by the current leadership under Secretary Rex Gatchalian. This policy ensures that the selection of "ayuda" (aid) recipients is exclusively handled by DSWD social workers.

During the bicameral meeting, Tulfo reiterated, "It is the DSWD who chooses the beneficiaries," underscoring the department's role in the finalization of aid lists. He also advocated for a PHP34-billion increase in the AICS program under the DSWD budget for 2026, stressing the necessity for the government to be prepared for emergencies requiring immediate assistance.

The bicameral conference committee has approved a PHP66.528-billion allocation for the AICS program for 2026. Tulfo emphasized the urgent need for this program, stating, "AICS is needed badly."
