Manila: Senator Erwin Tulfo on Wednesday urged the national government to let the Department of Public Works and Highways (DPWH) take sole responsibility for flood control projects, warning that continued political interference undermines their success.
According to Philippines News Agency, Tulfo criticized the involvement of lawmakers in flood control efforts, arguing that their interference has been detrimental. He emphasized that their primary role is legislation, not infrastructure management. Tulfo pointed out that previous administrations had suggested effective long-term solutions, such as building spillways to Manila Bay and dredging Laguna de Bay, but these projects remain unrealized. He criticized superficial efforts like river dredging, which he believes are inadequate.
Tulfo argued that political figures often misinterpret flood control, believing it to be merely digging rivers with backhoes, rather than implementing comprehensive engineering solutions. He stressed that the execution of flood control measures should be left entirely to the DPWH, especially when it comes to the upcoming budget deliberations for 2025.
As a member of the majority, Tulfo vowed to oppose any political intrusion in flood control projects. He praised President Ferdinand R. Marcos Jr.'s decision to suspend certain flood projects due to alleged irregularities, viewing it as a positive step towards minimizing unnecessary political interference.
Tulfo expressed his anticipation that the President would address flood control issues in his forthcoming State of the Nation Address, reinforcing the importance of professional management by the DPWH in tackling the country's flood challenges.
