Kabankalan: The Philippine Statistics Authority (PSA) has partnered with Kabankalan City to open the first local government unit (LGU)-operated civil registry system (CRS) outlet in the Visayas, aimed at bringing services closer to clients in southern Negros Occidental.

According to Philippines News Agency, the city government announced that starting August 4, the PSA-CRS outlet will accept requests through online appointments only. The public advisory emphasized the need for securing an appointment to ensure smooth and orderly transactions at the outlet.

PSA-Negros Occidental supervising statistical specialist Diesah Biaoco explained that Kabankalan City operates the outlet by providing manpower and utilities, while a PSA-assigned supervisor monitors daily operations. This initiative marks the first CRS outlet run by an LGU in the Visayas and the second nationwide, following the first in Candon City, Ilocos Sur, which began operations in 2025.

The City Civil Registry Office manages the outlet located in the City Hall building, inaugurated on July 29. Biaoco noted that similar to the PSA-Negros Occidental provincial office in Bacolod City, the Kabankalan City CRS outlet processes requests for birth, marriage, and death certificates, as well as certificates of no marriage record and no death.

Biaoco highlighted that the Kabankalan outlet provides greater accessibility for clients, reducing transportation costs and decongesting Bacolod during peak request seasons. City Civil Registrar Monalisa Tabujara added that the LGU-operated CRS outlet simplifies obtaining civil registry documents and expedites the correction process for requested documents.

'Through the robust partnership between PSA and the city government of Kabankalan, civil registration services are now more accessible, efficient, and responsive to community needs,' Tabujara stated.
