YAKAP Healthcare Program Eases Burden for Bicolanos

Bicol: For many Filipinos, a visit to the doctor often means setting aside money for consultation fees and medicines. For Albert Clemente, a government employee at Catanduanes State University, that burden was eased by the Philippine Health Insurance Corporation's (PhilHealth) Yaman ng Kalusugan Program (YAKAP), which provides members with access to primary healthcare services and medicine benefits.

According to Philippines News Agency, Clemente expressed his satisfaction in being a recipient of YAKAP, highlighting the convenience of receiving free consultations. In a recorded interview provided by PhilHealth-5 (Bicol), Clemente shared his experience of enrolling in the program via the PhilHealth website, selecting Catanduanes Doctors Hospital Inc. (CDHI) as his healthcare provider. In April 2025, he visited the facility, underwent the necessary validation process, and completed his medical consultation without incurring any fees.

Clemente emphasized that the program's biggest benefit is the ability to consult a doctor without having to pay a consultation fee. This aspect of the program allows individuals to access healthcare services without the financial burden typically associated with medical visits.

PhilHealth's YAKAP program has expanded access to consultations, laboratory services, and medication benefits, thereby bringing primary healthcare services closer to communities across the nation. Beneficiaries not only receive free consultations but can also access prescribed medications through accredited providers. The program provides qualified members with up to PHP20,000 in medication benefits annually, reducing out-of-pocket healthcare expenses and supporting ongoing treatment.

Clemente noted the program's value, particularly for those who struggle to allocate funds for healthcare expenses. The ability to access free consultations and medication benefits means individuals can seek medical care without immediate financial concerns. "The PhilHealth YAKAP program is very convenient, especially for marginalized sectors," he remarked.

PhilHealth-5 spokesperson Leri Ilagan reported that over 1.41 million members and dependents have registered for the YAKAP package. Camarines Sur leads with 396,452 members and 74,053 dependents, followed by Sorsogon, Albay, Camarines Norte, Masbate, and Catanduanes. The region boasts over 6.3 million PhilHealth members in total. YAKAP caravans are being conducted in various local government units to encourage more sign-ups.
