Manila: Malaca±ang on Saturday confirmed the resignation of Department of Health (DOH) Undersecretaries Randy Escolango and Glenn Matthew Baggao. In a Viber message, Presidential Communications Office Undersecretary Claire Castro confirmed to Palace reporters that Escolango and Baggao have stepped down.

According to Philippines News Agency, Escolango was appointed DOH undersecretary on August 1, 2025, replacing former undersecretary Maria Rosario Vergeire. In June, a group of 'concerned' DOH personnel filed a complaint before the Office of the Ombudsman against Escolango over his alleged unlawful appointment and involvement in the so-called 'close procurement' scheme to allegedly centralize the allocation of funds and the distribution of medicines, vaccines, and medical supplies.

Baggao, on the other hand, served as medical center chief of Cagayan Valley Medical Center in Tuguegarao City before being appointed to the DOH. He is also facing graft and administrative complaints before the Ombudsman over an alleged conflict of interest involving his family's construction business. According to the complaint, a company allegedly owned by Baggao's brother secured multiple health infrastructure projects worth PHP140.99 million in 2025 under the Health Facilities Enhancement Program (HFEP). Baggao, as head of the HFEP, allegedly abused his position to influence the allocation of funds for health infrastructure projects in favor of his family's construction firm.
