Manila: The Department of Human Settlements and Urban Development (DHSUD) on Saturday pledged to sustain the momentum in providing decent and affordable housing units under the Expanded Pambansang Pabahay para sa Pilipino Program (4PH).
According to Philippines News Agency, DHSUD Secretary Jose Ramon Aliling made the vow as he welcomed the 'good' +48 rating earned by the Marcos administration in the recent Social Weather Stations (SWS) survey for implementing housing programs for the poor. Aliling stated that the high score, a three-point increase from the previous SWS survey, indicates that the government is on the correct path in implementing the expanded 4PH.
He emphasized that the survey results would motivate the DHSUD to continue making housing more accessible and affordable to all Filipinos. Aliling expressed satisfaction with the survey result, indicating that it reflects the right direction in the implementation of the Expanded 4PH Program. He also acknowledged the challenge for the housing sector to sustain gains and improve work further.
Based on the SWS' June 20 to 29 survey, the government's pro-poor housing program was rated among the administration's top areas of governance, alongside education, assistance to the poor, job generation, and food security. Aliling assured that the DHSUD would enhance efforts to address the country's housing backlog and expand access to safe, decent, and affordable homes.
In line with the President's directive, the DHSUD, along with key shelter agencies, plans to strengthen the promotion of the Expanded 4PH to enable more Filipino families to achieve their dream of homeownership. In his 5th State of the Nation Address on July 27, President Ferdinand R. Marcos Jr. highlighted the government's delivery and financing of 575,693 housing units.
Since his assumption in May 2025, Aliling has expanded the original 4PH Program to be more inclusive and flexible, incorporating horizontal developments, rental housing, the Enhanced Community Mortgage Program, various affordable housing loan programs, and awardings through presidential proclamations to better meet the needs and capacities of more Filipino families.
