Manila: The 2026 General Appropriations Act (GAA) explicitly bans politicians from participating in the distribution of cash assistance, as announced by Department of Budget and Management (DBM) acting Secretary Rolly Toledo. This regulation is part of the PHP6.793 trillion national budget outlined in Republic Act (RA) 12314.

According to Philippines News Agency, the 2026 GAA includes a special provision that prevents political involvement in the distribution of financial aid. Citing Section 19 of RA 12314, Toledo emphasized that only authorized government officers and accredited partners are permitted to handle the distribution of cash assistance and other forms of financial support. This provision clearly states that no public officials, electoral candidates, or their representatives may influence or participate in the distribution process, except for officials with direct administrative or executive authority over the implementing agency.

The programs affected by this provision include the Department of Social Welfare and Development's Assistance to Individuals in Crisis Situation (AICS) Program, the Department of Labor and Employment's Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program, and the Department of Health's Medical Assistance for Indigent and Financially Incapacitated Patients Programs.

Toledo also highlighted that the law prohibits any political signage or activities within the distribution areas. This measure serves as a safeguard against political interference in the aid distribution process. The 2026 GAA requires national government agencies to establish protocols and reporting mechanisms to ensure compliance with this new policy. The Joint Congressional Committee on Public Expenditures is tasked with monitoring the adherence of agencies to these regulations.

Furthermore, Section 20 of the 2026 GAA prohibits the display of any symbols or representations associated with public officials on signboards for government programs, activities, and projects.
