Manila: Leaders of the Association of Southeast Asian Nations (ASEAN) on Friday adopted several key agreements aimed at strengthening regional cooperation on maritime security, climate action, disaster response, and digital innovation. Reporting the outcomes of the 48th ASEAN Summit and Related Meetings, President Ferdinand R. Marcos Jr. announced the adoption of significant documents, including the ASEAN Leaders' Declaration on Maritime Cooperation.
According to Philippines News Agency, one of the major highlights of the summit was the proposal for establishing an ASEAN Maritime Centre in the Philippines. This declaration reaffirms ASEAN's collective commitment to deepening maritime cooperation, recognizing the multi-dimensional nature of maritime issues such as navigation safety, maritime security, and regional coordination.
In addition to maritime cooperation, regional leaders adopted the ASEAN Declaration on the Empowerment of Youth in Climate Action and Disaster Resilience. This document underscores the role of young people in climate-risk reduction and disaster preparedness efforts. Another critical outcome was the adoption of the ASEAN Leaders' Statement on ASEAN Convergence in Disaster Response, introducing the ASEAN Strategic Protocol for Emergency and Comprehensive Transformation (ASPECT) Framework to enhance regional emergency coordination and disaster response mechanisms.
Marcos highlighted the increasing importance of innovation, particularly artificial intelligence and digital tools, in improving areas such as energy forecasting, food-system monitoring, and social-protection delivery. Emphasis was placed on ensuring these technologies adhere to accountability and international standards.
The President also acknowledged the Asian Development Bank's support for ASEAN programs related to regional connectivity, energy security, capital markets, food security, AI readiness, blue economy, social protection, and public health. He expressed optimism about enhancing cooperation with ADB through planned support for major ASEAN initiatives like the ASEAN Power Grid, ASEAN Capital Markets Initiative, AI readiness, blue economy, and resilient rivers.
Additionally, the summit witnessed the adoption of the Cebu Protocol to Amend the ASEAN Charter, marking the first amendment to the bloc's charter since 2007. This amendment supports ASEAN's evolution as a stronger and more inclusive regional community and facilitates Timor-Leste's integration into the regional bloc.
ASEAN leaders also acknowledged progress across the Political-Security, Economic, and Socio-Cultural Community pillars as the region begins implementing the ASEAN Community Vision 2045.
