Bacolod city: The city government here issued special permits to almost 250 vendors selling flowers in various areas across the city during the observance of All Saints' Day and All Souls' Day. Areas opened for flower vendors until Nov. 2 include Gonzaga, Araneta, and Gatuslao Streets in the downtown area, the Libertad and Burgos public markets, and outside the Bacolod City public cemetery on Burgos Street. According to Philippines News Agency, in the past years, flower vendors were allowed to sell around the public plaza but with the extension of the MassKara Festival until Thursday, they were allowed to occupy the roadside in the adjacent areas. 'We decided to transfer the location of the flower vendors with the approval of the City Council,' City Administrator Lucille Gelvolea said. A special permit fee of PHP400 is required for the vendors to sell from Oct. 28 to Nov. 2. Among those with permits, 105 have set up stalls along Gonzaga Street, 82 outside the city public cemetery, and 60 along Libertad Stre et, data from the city government showed.
