Bacolod city: The city government has initiated a reunification program for mendicant Badjaos to facilitate their safe return to their places of origin, particularly in Mindanao. This effort is part of a larger initiative to address public safety concerns and provide social support to vulnerable communities.
According to Philippines News Agency, an inter-agency operation over the weekend identified 19 Badjao individuals, including adults, minors, and elderly persons with disabilities, at the Bacolod Public Plaza and near the Bacolod Real Estate Development Corp. port. These individuals were taken to the Bacolod Arts and Youth Sports Center for assessment, profiling, and orientation.
The program was prompted by complaints regarding the conduct of some Badjaos in public spaces, which led Mayor Greg Gasataya to establish surveillance and apprehension teams. "The local government remains committed to assisting mendicants in need while maintaining a safe environment for all Bacolodnons," the mayor stated.
Richelle Mangga, head of the Department of Social Services and Development (DSSD), emphasized the importance of proper case management and intervention in response to public complaints. The inter-agency team is actively coordinating with local government units in the originating localities of the Badjaos, such as Jolo, Sulu, and Zamboanga del Sur in Mindanao, and Oton town in Iloilo.
Minors and vulnerable individuals were returned to their families after processing, with parents receiving warnings from authorities. Other mendicants were provided temporary shelter and basic necessities to discourage street panhandling.
City Ordinance No. 146, series of 1995, offers a balanced approach to mendicancy through regulation and social support. It includes rehabilitation, education, and reintegration programs to help individuals transition away from begging. City Administrator Mark Steven Mayo highlighted the significance of public awareness campaigns, urging community members to contribute through official channels like the DSSD.
The city government has been actively facilitating the return of Badjaos to Mindanao. In 2023, groups passed through the port in Dumaguete City, Negros Oriental, en route to Zamboanga City.
