Baguio: The Baguio City Police Office (BCPO) on Wednesday emphasized the importance of strict implementation of traffic rules and road laws to encourage public compliance and awareness. Col. Ruel Tagel, BCPO director, highlighted that enforcement serves as a form of education, helping violators understand the importance of adhering to laws to avoid future apprehensions.
According to Philippines News Agency, Tagel stressed the role of apprehensions in educating the public. He explained that when individuals are penalized, they become more conscious of their actions, such as reducing speed at pedestrian crossings, avoiding illegal parking, and adhering to speed limits. This awareness is not only to evade fines but also to maintain a clear record with the authorities.
Tagel further elaborated on the importance of consistent law enforcement coupled with public reminders to prevent violations. He mentioned the speed limit ordinance, detailing the escalating penalties for repeated offenses, ranging from fines and mandatory safety seminars to community service and vehicle impoundment.
BCPO records indicate that from January 1 to June 8, traffic enforcers have apprehended thousands of violators for various offenses, including 49,000 for anti-obstruction ordinance violations, 14,000 for illegal parking, and 13,500 for number coding violations. Each infraction carries fines that contribute to the city's revenue, but Tagel emphasized that the primary goal is fostering public learning and road order.
Tagel also discussed the BCPO's Oplan DRIVE initiative, focusing on promoting discipline, respect, infrastructure, vigilance, and education to enhance road safety and prevent incidents. He noted that apprehending violators involves explaining the specific laws broken to reinforce understanding and compliance.
