Baguio: The Baguio City government has set a deadline of 120 days, ending on January 12 next year, to finalize the bidding process for the redevelopment of the Baguio City Public Market. This period will also be used to gather inputs from residents, vendors, and other stakeholders regarding the project.
According to Philippines News Agency, Councilor Paolo Salvosa, who leads the committee on laws, emphasized that the city council will conduct public consultations and information campaigns. These efforts aim to help citizens understand the benefits of pursuing a public-private partnership (PPP) over a fully city-funded initiative.
Salvosa noted in a media interview that the council has 120 days to engage with stakeholders, including residents, market goers, market vendors, and community leaders, to gather their views on the market's future. The council seeks to inform the public about the financial implications of a billion-peso construction project if the city were to undertake it alone, and how it could impact other priority projects.
The city's current budget stands at PHP3.6 billion, and it aims to ensure that the redevelopment project respects Baguio's heritage. Approximately 3,555 vendors are expected to participate in consultations, and an online campaign will be launched to engage the broader public.
An unsolicited proposal for the redevelopment has been submitted by SM Prime Holdings. This proposal will undergo a 120-day review, after which a 'Swiss challenge' may be held, allowing other developers, such as Robinsons Corp., to present counterproposals.
Salvosa reassured that market lessees will not face displacement and will be provided with temporary spaces during the construction phase, which is anticipated to commence by early 2027.
