BCDA Partners with PPP Center for Modernization of San Fernando International Seaport in Poro Point

San fernando: The Bases Conversion and Development Authority (BCDA) has entered into a partnership with the Public-Private Partnership (PPP) Center to modernize the San Fernando International Seaport located in Poro Point, La Union.

According to Philippines News Agency, the BCDA announced that the port project has received provisional funding amounting to PHP74.9 million under the Project Development and Monitoring Facility (PDMF). This funding will be allocated for a comprehensive range of activities, including feasibility studies, market analysis, legal and financial structuring, and PPP transaction support, among other related expenses.

The BCDA emphasized the project's goal to transform the current bulk and break-bulk terminal into a world-class seaport, complete with modern infrastructure and logistics systems. The initiative addresses the long-standing infrastructure challenges in Northern Luzon, which have hindered the region's participation in global trade. BCDA President and CEO Joshua Bingcang highlighted that the project will facilitate full containerization, streamline logistics, and enhance regional industries' competitiveness in global supply chains. The project is part of a broader vision to establish Poro Point as a strategic economic gateway for Northern Luzon.

The BCDA plans to commence construction in the second quarter of 2027, with the project slated for completion by 2029. Once operational, the upgraded seaport is expected to boost regional industries in Pangasinan, La Union, and the Ilocos provinces. It will also enhance the appeal of the Poro Point Freeport Zone to logistics investors and export-oriented manufacturers both locally and internationally.
