New clark city: A Bases Conversion and Development Authority (BCDA) official emphasized the need for developing a commercialized information and communications technology (ICT) infrastructure in New Clark City to drive growth in the region. The call for investors comes as the deadline for bid submissions for the PHP2.5 billion public-private partnership (PPP) project nears.

According to Philippines News Agency, bids are due by 1 p.m. on February 16 at the BCDA Corporate Office in Taguig City. Hedda Rulona, BCDA Senior Vice President for Investment and Financial Management and chair of the BCDA Prequalification Bids and Awards Commission (PBAC), highlighted in a news release the unique opportunity this undertaking presents for interested parties to help shape New Clark City into a digitally connected metropolis.

The BCDA has engaged the Manila-based Asian Development Bank as a transaction adviser to ensure a fair, transparent, and competitive bidding process. The bidding and signing of the joint venture agreement with the winning bidder are scheduled for May this year.

The initiative aims to allow multiple data transmission providers to use a shared physical network, which will help reduce costs and enable the delivery of affordable, innovative, and carrier-grade ICT services. The Open Access Fiber model is expected to support smart city development and e-government solutions, facilitating the transformation of the 9,450-hectare site into the Philippines' first smart, future-ready metropolis.

BCDA President and Chief Executive Officer Joshua Bingcang stated that the project seeks to provide fast, reliable, and affordable internet connectivity to all residents and businesses in New Clark City. This initiative is projected to enhance the city's competitiveness, attract technology-driven industries, create skilled jobs, and improve the overall quality of life.
