Benguet Town Halts All Excavation, Construction Operations in Flood-Prone Areas

La trinidad: The municipal government of La Trinidad has mandated an immediate cessation of all excavation and construction activities in the areas of Piripin Bato and Dreamland, Barangay Pico. This decision follows inspections revealing that these activities have been contributing to frequent flooding in the capital town.

According to Philippines News Agency, Mayor Roderick Awingan issued Executive Order No. 81-2025, instructing individuals and groups involved in illegal excavation and construction to halt operations until they acquire the necessary permits and clearances. Awingan highlighted that development activities in the specified areas have been causing flash floods in Upper Bayabas during heavy rainfalls.

Mayor Awingan has assigned the Municipal Building Office, Engineering Office, Development Office, Environment and Natural Resources Office, local police, and barangay officials to conduct thorough inspections and assessments of all active construction and excavation sites. These entities are tasked with issuing notices of violation and recommending legal actions against those found in violation of regulations. Weekly compliance reports are to be submitted to the Office of the Mayor.

Awingan further explained that the town has experienced severe flooding issues, even during ordinary rainfalls, due to muddy water from the mountains blocking drainage systems and overflowing onto main roads. Efforts are underway to identify individuals involved in illegal activities, with several offices ordered to conduct inspections and file appropriate charges.
