Manila: Executive Secretary Lucas Bersamin has firmly denied any involvement in the allocation of funds related to the Department of Public Works and Highways' (DPWH) infrastructure projects. These allegations have come under scrutiny following recent claims made during a Senate hearing.
According to Philippines News Agency, former DPWH Undersecretary Roberto Bernardo, during a Senate Blue Ribbon Committee hearing on supposed anomalies in flood control projects, alleged that in 2024, he had a discussion with Education Undersecretary Trygve Olaivar. The discussion reportedly involved unprogrammed appropriations intended for the Office of the Executive Secretary (OES). Bernardo claimed that Olaivar requested a 15-percent cut from PHP2.85 billion worth of infrastructure projects for Bersamin's office, stating that the agreed commission was delivered at various locations across Metro Manila.
Bersamin has categorically denied these accusations, labeling Bernardo's claims as 'not true.' In a public statement, he refuted the allegations, asserting that the OES is not involved with budgetary allocations concerning the DPWH. He emphasized that his office had no dealings with either Bernardo or Olaivar and highlighted that the allegations have already been denied by the Education official involved.
Bersamin further expressed that the allegations are an attempt to tarnish his reputation. He stood by his record as a long-serving public servant, highlighting his career as a judicial officer and his current role as Executive Secretary.
