BI Checking Records of Personalities in Latest Immigration Watch List

Manila: The Bureau of Immigration (BI) is reviewing the travel records of individuals named in the immigration lookout bulletin order (ILBO) requested by the Independent Commission on Infrastructure (ICI) from the Department of Justice (DOJ). This request is part of an ongoing investigation into alleged irregularities in flood control projects.

According to Philippines News Agency, Melvin Mabulac, the BI deputy spokesperson, stated that they are examining the travel history of lawmakers, government officials, and private individuals involved in the controversy. "So far, we have not seen any travel records listed, because they were just given to us," Mabulac mentioned during a briefing at Bagong Pilipinas Ngayon. He added, "We are going to check who else, on the new list, is still in the country."

On Wednesday, the ICI requested the issuance of an ILBO against several high-profile figures, including former Senate president Francis Escudero, former House of Representatives speaker Ferdinand Martin Romualdez, Senators Joel Villanueva and Jinggoy Estrada, as well as former senators Ramon Revilla Jr. and Nancy Binay. The list also includes Representatives Roman Romulo, James "Jojo" Ang, Juan Carlos "Arjo" Atayde, among others, as well as former representatives Marvin Rillo and Florencio Noel.

Also named are Commission on Audit Commissioner Mario Lipana and his wife Marilou Laurio-Lipana, Department of Education Undersecretary Trygve Olaivar, and several Department of Public Works and Highways District Engineers, alongside private individuals Carlene Villa and businessman Maynard Ngu.

An ILBO instructs immigration officers to closely monitor the travel activities of these individuals. Mabulac clarified that while those on the ILBO list are not barred from traveling abroad, the bureau will notify relevant agencies concerning their movements. "The ILBO is for monitoring. The course of action will depend on recommendation of concerned agencies," he explained.
