Bicol Police Activates Standby Force for Disaster Response Amid Heavy Rains

Legazpi city: The Police Regional Office (PRO) 5 in Bicol has activated its regional standby support force as heavy rains, brought by low-pressure areas and the southwest monsoon known as "habagat," impact several parts of the region. 'The safety and welfare of our constituents remain our top priority. Our personnel are on full alert and ready to respond to any emergency, 24/7,' PRO-5 Director Nestor Babagay Jr. stated. He appealed to the public to cooperate with authorities, heed evacuation orders, and take all necessary precautions to avoid loss of life and property.

According to Philippines News Agency, the public has been advised to dial emergency hotline 911 for rescue or assistance. 'Do not wait until the last minute. If you live in high-risk areas, evacuate early and seek shelter in designated evacuation centers,' Babagay added. He has instructed field units across the Bicol Region to preposition resources and to regularly assess the situation.

Meanwhile, the Legazpi City Disaster and Climate Change Resilience Council has placed its emergency operations center and response cluster on Orange alert, indicating significant emergency conditions. The public has also been advised to stay indoors and prepare "Go" bags for possible evacuation. Mayor Hisham Ismail has provided free transportation for those in need due to heavy rains and challenging commuting conditions between Legazpi and Daraga. Two vehicles are also available to assist those affected and stranded.

As heavy rains continue and floods affect many areas, the Department of Health reminded the public of the risk of leptospirosis. It advised against swimming or wading through dirty water or floods and recommended using boots and gloves if contact with dirty water is unavoidable. Leptospirosis is caused by the Leptospira bacteria, which can be acquired from food, water, and soil contaminated with infected urine or feces of animals. It is mostly transmitted through splashing contaminated water or urine into the eyes, nose, or mouth, eating and drinking contaminated food and water, and wading in contaminated water while having a cut or abrasion.

Symptoms of leptospirosis include fever, calf muscle pain, dizziness, headache, body aches, diarrhea, rash, yellowing of the skin, and red eyes. If left untreated, it can damage the kidneys, brain, and liver. Those experiencing these symptoms for more than two days are urged to seek medical attention.
