Manila: Filipinos seeking emergency government assistance during medical, financial, and other crises may soon have guaranteed access to state support after the Senate approved a measure institutionalizing the Department of Social Welfare and Development's (DSWD) Assistance to Individuals in Crisis Situations (AICS) program. Senators unanimously passed Senate Bill 1966 with a 22-0-0 vote, establishing a permanent legal framework for one of the government's primary emergency assistance programs.
According to Philippines News Agency, the proposed 'AICS Act' also aims to strengthen accountability in the program's implementation by imposing penalties for unlawful acts related to the release and processing of assistance. Sen. Erwin Tulfo, chairperson of the Senate Committee on Social Justice, Welfare and Rural Development, emphasized that the measure reflects the government's responsibility to respond quickly to Filipinos facing hardship.
In his statement, Tulfo said, 'Sa gitna po ng hirap at pangangailangan, hindi dapat pinapabayaan ang ating mga kababayan. Ang tulong ng pamahalaan ay dapat mabilis, maayos, at may malasakit (In times of hardship and need, our fellow Filipinos should not be neglected. Government assistance must be fast, orderly and compassionate).' He highlighted that the importance of the AICS program became more pronounced during periods of economic instability and rising fuel prices linked to tensions in the Middle East.
Tulfo noted that emergency assistance and fuel subsidy interventions under AICS significantly helped transport drivers and operators cope with soaring oil prices. 'Sa pamamagitan po ng agarang tulong mula sa AICS, naipakita po natin na ang pamahalaang may malasakit ay hindi po nagpapabaya (Through timely assistance under AICS, we showed that a compassionate government does not abandon its people),' he added.
The measure seeks to ensure continuous funding, clearer implementation mechanisms, and sustained emergency assistance for Filipinos facing medical, transportation, burial, educational, and other crisis-related needs.
