Manila: The Bureau of Internal Revenue (BIR) has extended the tax deadline to August 17 for areas heavily affected by the southwest monsoon, known locally as 'habagat'.
According to Philippines News Agency, the extension, outlined in Revenue Memorandum Circular (RMC) No. 89-2026 issued on Monday, applies to all statutory tax deadlines that were originally due between August 10 and 16. This relief is intended for taxpayers registered under certain Revenue District Offices (RDOs) that are experiencing heavy rainfall.
The circular includes 58 BIR offices and units, encompassing 53 regular RDOs and five Large Taxpayer Audit and Excise Divisions. These offices are located in regions such as Metro Manila, Ilocos Sur, La Union, Pangasinan, Abra, Apayao, Benguet, Ifugao, Kalinga, Mountain Province, Bataan, Bulacan, Pampanga, Tarlac, Zambales, Cavite, Batangas, Rizal, and Mindoro.
The extension is applicable to specific tax filings, payments, remittances, registrations, and required document submissions through e-Filing, e-Payment, eFPS, and manual channels. BIR Commissioner Charlito Mendoza stated, "We recognize the difficulties brought about by the prevailing weather conditions. We are giving our affected taxpayers additional time so they can prioritize their safety this week and comply with their tax obligations without having to worry about penalties."
Additionally, the BIR issued Bank Bulletin No. 2026-09, which allows Authorized Agent Banks (AABs) to accept applicable tax returns and payments from taxpayers under the affected RDOs until August 17, without imposing penalties.
The issuance of RMC No. 89-2026 follows Malacanang's directive to permit work-from-home arrangements in government offices on August 10. This directive, issued on August 9 upon the recommendation of the National Disaster Risk Reduction and Management Council, pertains to government personnel in Metro Manila and 15 provinces impacted by the southwest monsoon.
