Manila: Senate President Pro Tempore Panfilo Lacson on Tuesday assured that the Senate Blue Ribbon Committee's investigation into substandard and "ghost" flood control projects would not conflict with Malaca±ang's plan to form an independent commission. Lacson, who is set to chair the committee, emphasized that the Senate's inquiry is aimed at aiding legislation, while the Palace's commission will concentrate on building cases for prosecution.
According to Philippines News Agency, Lacson clarified in an interview over DZXL that the investigations would remain distinct. He mentioned having discussions with Department of Public Works and Highways (DPWH) Secretary Vince Dizon to ensure coordination. Lacson has already shared documents with Dizon, referenced in his initial privilege speech about the issue, and plans to provide further evidence following his second speech.
Lacson committed to a straightforward, 'receipt-based' investigative approach to evaluate allegations linking some lawmakers and DPWH officials to corruption, as claimed by Pacifico 'Curlee' and Cezarah Rowena 'Sarah' Discaya. He stressed the importance of evidence over hearsay, stating that his privilege speeches are grounded in verifiable facts rather than mere reports or testimonies.
The committee intends to scrutinize ledgers and vouchers that reportedly detail amounts given to DPWH officials and lawmakers, while being cautious of 'selective' testimonies from the Discayas and other witnesses. Lacson assured that the hearings would continue from where the previous Blue Ribbon panel had concluded.
