Manila: The Department of Public Works and Highways (DPWH) requested the Department of Justice (DOJ) on Tuesday to issue an Immigration Lookout Bulletin Order (ILBO) against former undersecretary Roberto Bernardo. In a letter addressed to DOJ Secretary Jesus Crispin Remulla, DPWH Secretary Vince Dizon asked the DOJ to monitor any flight plans of the former DPWH official to prevent delays in the ongoing investigation into alleged ghost and substandard flood control projects.
According to Philippines News Agency, Dizon made a similar request last week for 43 former and current DPWH officials and contractors. He emphasized the importance of the immediate release of the ILBO, highlighting a similar request from lawmakers who wish to invite Bernardo to congressional probes. Despite these actions, Bernardo has denied any involvement in irregularities, asserting that he was not dismissed but is currently on medical leave from July 28 to October 27.
Dizon also urged the Bureau of Immigration and other law enforcement agencies to remain vigilant to prevent any attempt by Bernardo to leave the country. An ILBO serves monitoring purposes only and does not suffice to prohibit departure from the Philippines. If encountered, Bureau of Immigration officers are instructed to promptly relay any pertinent information regarding travel to the DOJ and the House of Representatives and check for any new orders against the subjects.
