Manila: The Bangko Sentral ng Pilipinas (BSP) has issued a reminder to relevant Philippine entities to submit their foreign borrowings plan (FBP) for the fourth quarter of 2026 and the entire year of 2027 by September 30 of this year. The submission requirement targets resident entities intending to secure medium- and long-term foreign loans or borrowings from non-residents, including those who plan to pursue offshore debt issuances, as well as plans to issue onshore debt instruments payable in foreign currency.
According to Philippines News Agency, this requirement is outlined in the amended Manual of Regulations on Foreign Exchange Transactions (FX Manual). It is designed to assist the BSP in assessing the foreign funding needs of the economy for the upcoming year. This initiative is part of the central bank's mandate to regulate foreign borrowings and foreign currency loans, ensuring they can be managed efficiently and are in line with the country's debt servicing capacity.
Entities are advised to submit their FBPs to the BSP's International Operations Department, ensuring compliance and alignment with the central bank's regulatory framework.
