According to Philippines News Agency, Palace Press Officer Claire Castro urged public officials to avoid making unfounded allegations without evidence, as these could undermine governmental operations. Castro questioned whether Sen. Imee Marcos's request for budget release implied acknowledgment of insertions that she now wants to be approved.
President Ferdinand R. Marcos Jr. has implemented strict budget oversight after discovering congressional insertions totaling PHP797 billion. These insertions have been tagged for 'conditional implementation' to prevent fund release without proper documentation.
Citing the Department of Budget and Management's (DBM) statement, Castro explained that items specifically appropriated in the National Expenditure Program (NEP) require a 'comprehensive release.' This means funds are disbursed in a complete manner to ensure all appropriations are allocated together, following thorough documentation and evaluation.
The implementing agency must submit a budget release request with proper documentation. Additionally, the Bureau of the Treasury must certify the availability of actual excess revenues. Castro emphasized that if all requirements are met and the project benefits the public, the release of funds will proceed without obstruction.
