Manila: The Civil Aviation Authority of the Philippines (CAAP) announced the implementation of a digital safety reports portal, effective July 1, to streamline the reporting of safety occurrences and better identify and mitigate aviation safety risks.
According to Philippines News Agency, the new portal aims to promote transparency and enhance information sharing within the aviation sector. The mandate for its use is in accordance with the Philippine Civil Aviation Regulations (PCAR) and applies to all organizations, personnel, and individuals involved in reporting safety-related events to CAAP. This initiative covers all certified and approved aviation entities, licensed aviation professionals, and any individual with direct knowledge of aviation safety occurrences.
The portal, accessible via https://safety-reports.caap.gov.ph, is divided into two categories: mandatory and voluntary reporting. Mandatory reporting encompasses aviation incidents, accidents, serious incidents, and other safety-related occurrences. Voluntary reporting includes observations of latent conditions, insights on human factors, operational anomalies, unsafe situations, suggestions for safety improvements, and self-disclosure of non-compliance.
CAAP's statement emphasized that this safety enhancement measure is part of a broader effort to ensure that the Philippines remains aligned with global aviation safety standards and best practices.
