Manila: The Civil Aviation Authority of the Philippines (CAAP) launched on Tuesday the competency-based training and assessment (CBTA) framework, as part of the efforts to modernize aviation training and align with international standards. The framework, introduced in Pasay City, is designed for air operator certificate (AOC) holders and approved training organizations (ATOs).
According to Philippines News Agency, the CAAP emphasized that the CBTA framework transitions aviation training from a traditional focus on completing prescribed training hours to a modern approach centered on demonstrating competence in real-world operational environments. This shift aims to enhance the proficiency and readiness of aviation personnel by assessing their ability to consistently exhibit the required knowledge, skills, and attitudes for safe and effective performance in line with internationally recognized standards.
In a statement, CAAP Deputy Director General for Operations Rozzano Briguez highlighted the importance of the new framework, stating, "We are building a future where Philippine aviation professionals are recognized not only for meeting international standards but also for helping define them. Through CBTA, we are preparing a generation of Filipino aviators who are competent, resilient, globally competitive, and ready for whatever lies ahead."
The CAAP plans to implement a hybrid model that combines the existing pilot proficiency check (PPC) system with the International Civil Aviation Organization's (ICAO) competency-based assessment framework. This approach aims to facilitate a smooth transition for aviation stakeholders to the new methodology while maintaining operational continuity and regulatory compliance.
Furthermore, the CAAP indicated that this initiative aligns with the Marcos administration's broader agenda to strengthen the country's aviation sector. The framework positions the industry to meet the anticipated global CBTA mandate by the ICAO, expected to be implemented within the next two years.
