Malaca±ang: Health Secretary Teodoro Herbosa announced that the Department of Health (DOH) is ramping up efforts to address the rising human immunodeficiency virus (HIV) cases in the country. The agency is pushing for a national public health emergency declaration and expanding access to testing and treatment.
According to Philippines News Agency, Herbosa stated at a press briefing that the health department has increased the distribution of free anti-retroviral drugs (ARVs) to individuals living with HIV. From January to March 2025, the Philippines recorded an average of 57 new HIV cases per day, marking a 500 percent increase compared to the same period last year. Most newly reported infections were among males, with 33 percent aged 15-24 and 47 percent aged 25-34, based on DOH data.
Herbosa mentioned that the President has directed the DOH to streamline services for people living with HIV (PLHIV). This includes launching appointment systems in key hospitals such as San Lazaro and Fabella, facilitating easier access to treatment and consultation.
Herbosa emphasized that HIV is not a death sentence and compared it to manageable conditions such as high blood pressure or diabetes, which can be controlled through maintenance medication, allowing patients to lead normal lives.
In addition, the health chief confirmed that he has recommended a national public health emergency declaration on HIV to the Office of the President, following advice from the Philippine National AIDS Council. Meetings with the Cabinet regarding this recommendation are already scheduled.
Herbosa assured the public of sufficient ARV supplies in government hubs and announced that a newly approved self-test HIV kit is now available for personal use. However, reactive results still require confirmatory testing at DOH-accredited centers.
In addressing concerns over stigma and discrimination, Herbosa underscored the importance of a nationwide awareness campaign to normalize testing and reduce public fear. The DOH is collaborating with international partners and civil society to enhance education efforts and encourage open discussions about HIV status.
Herbosa reiterated that while HIV remains incurable, it is manageable with consistent treatment. The Philippines, with a population of 117 million, continues to be one of the fastest-growing HIV hotspots, prompting the DOH to urge those at risk to get tested early and seek treatment.
