Manila: The Independent Commission for Infrastructure (ICI) revealed on Tuesday that a subpoena was issued to former Department of Public Works and Highways (DPWH) undersecretary Catalina Cabral before her untimely death. ICI Executive Director Brian Hosaka confirmed that the subpoena was routed through the DPWH as per their standard procedure for dealing with current and former officials and personnel of the department.

According to Philippines News Agency, the commission had announced that its last hearing for the year was scheduled for December 15, 2025. Hosaka mentioned that if any subsequent hearings had occurred, Cabral would have been invited again due to her demonstrated willingness to cooperate, as stated in a letter from her lawyer. Unfortunately, the commission's efforts were hindered by the resignation of two commissioners and Cabral's tragic death.

Cabral, who was implicated in the anomalies surrounding flood control projects, was discovered dead in a ravine in Tuba, Benguet, on December 18. Investigations concluded that she took her own life. Despite the circumstances, Cabral had indicated through her lawyer her readiness to appear before the ICI again and assist with the ongoing investigation into the ghost flood control projects.
