Bangui: A resource center for learners with disabilities will soon rise at the Bangui Central Elementary School in Bangui, Ilocos Norte. In an interview on Monday, Markelvin Guzman, monitoring supervisor in charge of the Bangui-Dumalneg District of the Department of Education in Ilocos Norte, described the soon-to-be-constructed Inclusive Learning Resource Center (ILRC) as a "sanctuary of learning, growth, and acceptance."
According to Philippines News Agency, Guzman emphasized that the ILRC will provide a safe, nurturing, and empowering space for learners with special educational needs, allowing them to not only learn but also excel. The center aims to integrate learners with disabilities into a general education classroom while offering them additional support, care, and rehabilitation.
As a counterpart to the project, Bangui Mayor Denton Garvida has committed to funding the salary of a local school board teacher and supporting classroom rehabilitation, including tools and equipment. The ILRC is designed to support marginalized and disadvantaged learners, aligning with the Department of Education's efforts to improve access to and quality of education.
The establishment of the ILRC is pursuant to Republic Act No. 10533, or the Enhanced Basic Education Act of 2013, which aims to make education more learner-oriented and responsive to the diverse needs and capacities of students. Guzman highlighted the collaboration between the local government unit of Bangui and the Schools Division of Ilocos Norte as a legacy of inclusion, compassion, and hope, celebrating diverse abilities.
