Manila: Cloudy skies with scattered rains and thunderstorms are anticipated over the Bicol Region, Caraga, Davao Region, and the provinces of Northern Samar, Eastern Samar, and Southern Leyte due to the prevailing easterlies, the weather bureau reported on Monday. Moderate to occasionally heavy rains in these areas may trigger possible flash floods or landslides, particularly in low-lying and mountainous locations, as noted in the 4 a.m. update from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). According to Philippines News Agency, the northeast monsoon, or "amihan," continues to affect Northern and Central Luzon, bringing cloudy skies with rain to Apayao, Kalinga, Mountain Province, Ifugao, Cagayan, Isabela, Quirino, Nueva Vizcaya, Aurora, and Quezon. Residents in these regions are advised to remain alert for possible flash floods or landslides due to moderate to occasionally heavy rainfall. In Batanes and the rest of the Cordillera Administrative Region, cloudy skies with light rains are forecast, also influenced by the northeast monsoon. Mimaropa, the rest of the Visayas, and the rest of Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms caused by easterlies. Despite generally fair weather, severe thunderstorms could still lead to localized flash floods or landslides. Metro Manila and the rest of Luzon are expected to have partly cloudy to cloudy skies with isolated light rains due to "amihan." In Northern Luzon, strong to gale winds are anticipated, and coastal waters will be rough to very rough. The rest of Luzon will experience moderate to strong winds, while the remaining parts of the country will have light to moderate winds blowing northeast.
