Manila: The Commission on Elections (Comelec) has announced that the registration of overseas voters for the 2028 national and local elections is set to resume later this year. This announcement marks the beginning of a nearly two-year registration period intended to ensure that Filipinos residing abroad can participate in the upcoming elections.
According to Philippines News Agency, the registration period for overseas voters will begin on December 1, 2025, and will continue until September 30, 2027. Comelec has clarified that all Philippine citizens who are overseas during the 30-day voting period, are at least 18 years old on the day of the elections, and are not disqualified by law, are eligible to register as overseas voters.
Throughout the registration period, Comelec will accept various applications, including those for registration, transfer of registration records, reactivation, change of name or correction of entries, change of address, inclusion or reinstatement, and certification. Applicants are reminded of the necessary requirements, such as a valid Philippine passport, a certification of the post, or documents proving their Filipino citizenship, including a Seafarer's Identification Record Book for seafarers.
Applications can be submitted at any Philippine Post abroad, which includes embassies or consulates, designated registration centers outside of Philippine posts, the Comelec Office for Overseas Voting, and designated local field registration centers in the Philippines, during office hours.
The last registration period for overseas voters was conducted between December 9, 2022, and September 30, 2024. Comelec data indicates that there were approximately 1.241 million registered overseas voters during the May 2025 elections.
