Comelec Disqualifies Re-Elected Mayor of Porac, Pampanga

Porac: The Commission on Elections (Comelec) has disqualified re-elected Porac, Pampanga Mayor Jaime Capil due to his dismissal by the Office of the Ombudsman. In an eight-page resolution, the Comelec Second Division granted the petition filed by former mayor Michael Tapang against Capil on April 15.

According to Philippines News Agency, the ruling declared Capil disqualified from running for the position of Mayor in the Municipality of Porac, Province of Pampanga, in the May 12, 2025 National and Local Elections. Capil's disqualification stems from his dismissal by the Ombudsman for gross neglect of duty related to the illegal activities of the Philippine offshore gaming operator (POGO) hub Lucky South 99 in the municipality.

The poll body referenced the Local Government Code, which disqualifies individuals removed from office due to an administrative case from running for any local elective post. The ruling emphasized the importance of maintaining the integrity of the electoral process by ensuring that only qualified and eligible candidates are allowed to run for public office.

Capil was initially proclaimed mayor of Porac in the May 12 elections, having secured 39,939 votes, surpassing Tapang, who received 23,063 votes. However, the Comelec Second Division subsequently ruled Capil's votes as "stray." The Commission has ordered the reconvening of the Municipal Board of Canvassers (MBOC) of Porac to amend the Certificate of Canvass of Votes and officially proclaim the candidate with the highest number of valid votes.
