Comelec Opens Bangsamoro Polls to International, Local Observers

Manila: The Commission on Elections (Comelec) is encouraging international and local observers to monitor the first Bangsamoro Parliamentary Elections (BPE) on September 14 to help ensure the integrity of the process. Comelec Chairperson George Garcia expressed expectations of broad participation from election stakeholders.

According to Philippines News Agency, Garcia emphasized the significance of observer participation, stating, "If there is the highest concentration of observers, it is in the Bangsamoro. We want to show the whole world that the Bangsamoro elections are different," during a media briefing. Under Comelec Resolution No. 11247, several government agencies and civil society organizations have manifested their intent to observe the elections, highlighting the global recognition of election observation as a crucial mechanism to ensure election integrity and build trust in the democratic process.

The Comelec has reminded prospective observers that they must have a genuine intention to participate and must be free from conflicts of interest that could affect their impartiality. Accredited observers will be granted access to all stages of the electoral process, with applications for accreditation being accepted until August 15.

Additionally, under Resolution No. 11249, the Comelec has deputized five state universities and colleges (SUCs) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to assist in voter education. The resolution underscores the necessity of enlisting the assistance of SUCs and other government institutions to broaden the reach and effectiveness of voter education programs in preparation for the BPE.

The deputized institutions include Mindanao State University and its affiliates, Cotabato State University, Upi Agricultural School, Tawi-Tawi Regional Agricultural College, and Basilan State College. These schools will provide venues, facilities, equipment, and logistical support free of charge to facilitate voter education efforts.
