Manila: The Commission on Elections (Comelec) Chairperson George Garcia has raised concerns about the potential waste of PHP8 billion if the Barangay and Sangguniang Kabataan Elections (BSKE) scheduled for November 2, 2026, are postponed. Garcia emphasized that the decision to delay the elections is a political matter that should be left to Congress.
According to Philippines News Agency, Garcia revealed that Comelec has already spent PHP8 billion of the PHP19 billion budget allocated for the BSKE. This budget includes amounts designated for teachers' honoraria, training, and deployment expenses. He expressed that the resources already spent, particularly on equipment and preparations, would be squandered if the elections do not proceed as planned.
Garcia explained that some materials, such as ballpens and indelible ink, may become unusable, and while printed ballots could be saved for a later date, the overtime costs for personnel cannot be recuperated. He reiterated that the Comelec is fully prepared to conduct the elections and urged Congress to make the final decision regarding any potential postponement.
Garcia noted that the issue of postponing the elections is highly political and out of the poll body's control. He emphasized the importance of regular elections for ensuring certainty in governance and leadership transitions, and voiced concerns that delays could lead to instability and public impatience.
Additionally, Garcia highlighted the value of fixed terms, such as those for the President, Vice President, and Senators, which provide predictability in leadership changes. He mentioned the exhaustion and wasted efforts involved in preparing for elections that may not occur, stressing that the ultimate decision lies with the legislative and executive branches.
In related developments, Senator Francis Escudero has proposed a measure to extend the term of office for barangay and SK officials from four to five years. Meanwhile, a bill in the House of Representatives seeks to postpone the November elections to 2028.
