Manila: A lawmaking tandem from Abra is pushing for the passage of a measure that seeks to fast-track the construction of agro-processing centers in every province in the country. Through House Bill (HB) No. 6514 or the 'AgriBoost bill', Solid North Party-list Rep. Ching Bernos and Abra lone district Rep. JB Bernos are calling for the speedy implementation of a mechanism for the construction of provincial agro-processing centers (PAPCs) catering to rice, corn, coffee, and root crops.

According to Philippines News Agency, the climate crisis is compelling governments globally to adapt. Ching Bernos emphasized the need for proactive measures to protect agricultural produce from increasing weather intensity. The AgriBoost bill aims to prevent crop spoilage, a frequent issue due to inadequate storage facilities. The proposed bill mandates the establishment of an Accelerated Provincial Agro-Processing Centers Program to construct, upgrade, or certify at least one PAPC within five years of its enactment.

The program, inspired by the Classroom-Building Accelerated Program, would allow local government units to collaborate with the private sector through joint ventures, build-operate-transfer, lease, or management agreements for the facilities' construction and operation. JB Bernos highlighted the inclusion of two farmer representatives on the PAPC board to ensure active farmer participation. The board will also comprise the provincial agriculturist as chairperson, a regional representative of the Department of Agriculture, and a private sector representative.

This initiative is expected to reduce farmers' reliance on traders and middlemen, boost rural employment through agro-industrialization, and ensure that agricultural growth benefits reach the producers. JB Bernos added that the measure would help avoid high costs associated with transportation, handling, and storage, while also paving the way for targeting exports of farmers' produce.
