Manila: The Civil Service Commission (CSC) has launched the Philippine Civil Service Modernization Project (PCSMP), marking a milestone in the government's push to digitally transform its bureaucracy and deliver faster, more efficient public services.
According to Philippines News Agency, the PHP3.88-billion initiative, supported by the World Bank through official development assistance, aims to modernize the government's Human Resource Management (HRM) and Payroll System. The CSC is spearheading the project with the Department of Budget and Management (DBM) as the co-lead agency.
"The PCSMP is the offspring of our shared vision of a revitalized government in which policy infrastructures, systems, and processes in the delivery of services to the people are managed by highly competent and motivated civil servants enabled by technology to ensure efficiency and effectiveness in the delivery of services," CSC Chairperson Marilyn Yap said.
The project, funded by PHP3.755 billion (97 percent) in loan proceeds and PHP123.56 million from the national budget, will run from 2025 to 2029. It will be implemented across 40 pilot agencies and will include capacity-building workshops, writeshops, and the development of digital tools to strengthen efficiency, transparency, and accessibility in government operations.
Among the expected benefits of the PCSMP are faster HR transaction processing, improved payroll accuracy, streamlined recruitment and onboarding, stronger compliance with HR policies, better employee performance management, and enhanced data for evidence-based policymaking.
World Bank Acting Director Gonzalo Varela, DBM Undersecretary Maria Francesca Del Rosario, CSC Commissioners Ryan Alvin Acosta and Luis Meinrado Pa±gulayan, and other key officials attended the event on Sept. 3. To oversee the initiative, a Project Steering Committee has been formed to provide strategic direction and monitor progress, working alongside two technical working groups and an internal CSC team.
The launch was highlighted by the signing of the PCSMP project signage by members of the Steering Committee, Technical Working Groups, and representatives of pilot agencies, symbolizing their collective commitment to driving reform in public service. "Making government work better for the people is a collective duty of all agencies of government together with the CSC," Yap said.
