Negros island: The Department of Agriculture in the Negros Island Region (DA-NIR) has formulated comprehensive mitigation strategies to alleviate the impact of the El Ni±o phenomenon. These measures aim to protect the agricultural sector, particularly focusing on rice and corn production, which are crucial to the region's food security.
According to Philippines News Agency, the DA-NIR has ensured the availability of buffer stocks of rice and corn seeds, which, although not entirely drought-resistant, can endure moderate dry spells. The department is actively encouraging farmers to practice intercropping and to grow vegetables that can withstand extended dry conditions, especially in regions with limited irrigation access.
Bernard Limbaga, chief of the Provincial Agricultural Technology Coordinating Office (PATCO) in Negros Oriental, emphasized that the DA-NIR had already anticipated the potential consequences of El Ni±o even before the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) officially announced its onset. The department has implemented a monitoring system to track water levels in irrigation canals, assisting farmers in deciding whether to use available water immediately or redirect it to areas with greater need.
The DA is also preparing for potential pest outbreaks, such as army worm infestations that could impact corn and sugarcane plantations. Limbaga noted that chemicals are available for pest control in cases where manual clearing is not feasible. He expressed hope for a mild El Ni±o episode, highlighting that locust infestations remain a major threat to agricultural production during prolonged dry conditions. However, he mentioned that no major locust infestations were reported during the previous El Ni±o event two years ago.
To support farmers during the dry season, agricultural technicians are on standby to provide assistance. Limbaga urged farmers to register with the Philippine Crop Insurance Corporation (PCIC) to secure financial protection for their crops and livelihoods. Only those enrolled with PCIC are eligible for government assistance in case of agricultural losses due to El Ni±o and other natural disasters.
Meanwhile, Metro Dumaguete Water (MDW) has assured consumers of a stable water supply despite the challenges posed by El Ni±o. Chief Operating Officer Robert Cabiles stated that during the 2024 El Ni±o, MDW did not experience a significant decline in supply levels. Recent issues of low water pressure and service interruptions are attributed to ongoing system upgrades aimed at enhancing water services. Additionally, MDW plans to open its 23rd pumping station in Barangay Candauay in the third quarter of this year to bolster water distribution.
