Manila: The Department of Agrarian Reform (DAR) has launched a comprehensive nationwide review of its Citizens' Charter, aiming to streamline service delivery and enhance access to government programs for agrarian reform beneficiaries (ARBs).

According to Philippines News Agency, the review encompasses participation from DAR offices throughout the country, with an emphasis on improving key frontline services to make processes more efficient, transparent, and tailored to the needs of farmers. DAR Undersecretary Lani de Leon emphasized the significance of this initiative, stating, "This activity allows us to take a closer look at how we deliver our services and see where we can improve."

The Citizen's Charter represents DAR's commitment to providing transparent and reliable service, clearly delineating the services offered and ensuring accountability in serving the public. The review aligns with the requirements of Republic Act 11032, known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, which mandates government agencies to streamline procedures and reduce bureaucratic red tape.

Undersecretary de Leon highlighted that once finalized, the updated Citizens' Charter will be submitted to the Anti-Red Tape Authority (ARTA) by the deadline of March 31, 2026. This effort is also in line with Agrarian Reform Secretary Conrado Estrella III's directive to strengthen institutional systems, ensuring efficient and responsive service delivery to farmers across the nation.
