DBM Advances Project DIME for Improved Infrastructure Monitoring

Manila: The Department of Budget and Management (DBM) on Tuesday pledged to enhance its online real-time tracker to ensure better monitoring of government-funded infrastructure, including flood control projects. The initiative aims to provide a more accurate and efficient tracking system.

According to Philippines News Agency, more government agencies are collaborating with the DBM to implement an upgraded version of Project DIME (Digital Imaging for Monitoring and Evaluation). This real-time web-based tool allows the public to monitor infrastructure projects, enhancing transparency and efficiency.

DBM Secretary Amenah Pangandaman assured the public of stronger online monitoring of government infrastructure projects, with additional agencies supporting the implementation of Project DIME. During a Senate Blue Ribbon Committee hearing on alleged anomalous flood control projects, Pangandaman emphasized the continuous improvement of Project DIME to establish a technology-enabled validation and reporting mechanism.

Pangandaman highlighted innovations in Project DIME, including the integration of the University of the Philippines' Project NOAH, which allows access without the need for a satellite. In May 2025, the DBM signed a memorandum with UP and the Department of Public Works and Highways to enhance the project's implementation by integrating disaster risk strategies.

The digital platform also promotes citizen participation by enabling public feedback through the website. Discussions are ongoing with other departments to further improve the system. Pangandaman expressed satisfaction over lawmakers' recognition of the DBM's efforts to enhance transparency and citizen engagement through technology.

Project DIME is a flagship digitalization initiative by the DBM, aimed at promoting transparency by providing information on project status, progress, funding sources, implementing agencies, and contractors.
