DENR Mandates Nationwide Activation of Disaster Response Centers

Manila: The Department of Environment and Natural Resources (DENR) has mandated the automatic activation of Regional Operation Centers (OPCENs) across the country during disaster warnings to centralize communication and enhance coordination during environmental emergencies.

According to Philippines News Agency, Environment Secretary Juan Miguel Cuna emphasized that the directive requires all DENR regional offices to maintain functional operation centers that can be activated immediately upon issuance of official warnings. The directive aims to ensure that personnel are equipped to maintain communication and reporting systems effectively during critical times.

Cuna highlighted the importance of the initiative, stating, "The automatic activation of OPCENs is a lifeline for communities at risk." He further noted that during disaster warnings, "Every minute counts. Centralized data and clear lines of communication save lives and protect livelihoods." The DENR believes that enhancing communication capabilities can significantly bolster response efforts during such emergencies.

The directive also assigns Regional Executive Directors the responsibility of identifying communication hubs within the DENR regional offices, which will operate under their direct supervision during emergencies. Additionally, Assistant Secretaries for Field Operations are authorized to collaborate directly with regional offices, including the Mines and Geosciences Bureau and the Environmental Management Bureau, to provide guidance and address operational concerns during these times.

Cuna stressed the importance of preparedness, stating, "Preparedness is prevention. We must be proactive, coordinated, and relentless in protecting our people and our environment."
