DENR Shuts Down Illegal Resorts in Protected Marikina Watershed

Manila: The Department of Environment and Natural Resources (DENR) has recently enforced the closure of three resorts operating without proper permits within the Upper Marikina River Basin Protected Landscape (UMRBPL). This action is aimed at safeguarding the integrity of the protected area.

According to Philippines News Agency, the DENR issued a cease and desist order (CDO) to Danum Baker Resort, Erin's Place, and Lihim na Batis, all located in Baras, Rizal. These three resorts were among nine establishments previously served with either a CDO or a Show Cause Order (SCO) for operating within the protected landscape without the necessary permits. The department emphasized that the physical enforcement was necessary as these resorts were still in operation despite the orders.

The six other establishments that received similar orders have since complied and ceased operations. Since 2021, the DENR has issued over 100 CDOs and SCOs targeting private resorts and entities encroaching upon the protected Marikina Watershed.

The enforcement is in line with Republic Act 11038, also known as the Expanded National Integrated Protected Areas System Act, which mandates the protection of areas like the UMRBPL from "destructive human exploitation." The UMRBPL, a significant water source for Metro Manila and nearby areas, was officially designated as a protected landscape in November 2011 under Presidential Proclamation 296, which prohibits unauthorized construction and establishment of structures within the area.

The UMRBPL spans 26,126 hectares and includes five municipalities in Rizal: Antipolo, Baras, Rodriguez, San Mateo, and Tanay. Violations of the protected status may result in fines of up to PHP5 million and imprisonment of up to 12 years.

The DENR has reassured the public of its commitment to regular monitoring and stricter enforcement across protected areas to prevent illegal occupation and ensure environmental sustainability in the long term.
