DepEd and BCBP Join Forces to Enhance Transparency in PPP Projects

Manila: The Department of Education (DepEd) on Tuesday partnered with the Brotherhood of Christian Businessmen and Professionals (BCBP) for Public-Private Partnership (PPP) projects to advance transparency and accountability. This collaboration aligns with directives from President Ferdinand R. Marcos Jr. to expedite the delivery of school infrastructure nationwide.

According to Philippines News Agency, the two parties have signed a memorandum of understanding (MOU), designating the BCBP as an independent third-party observer for the DepEd's Public-Private Partnership for Schools Infrastructure Project (PSIP). DepEd Secretary Sonny Angara stated that this initiative aims to strengthen PPP implementation as the government continues to address the ongoing issue of classroom shortages.

Angara emphasized the importance of transparency and accountability in ensuring that educational programs yield meaningful results for learners. He noted that the partnership underscores the commitment to good governance and strengthens public confidence in education initiatives.

Under the MOU, BCBP will offer an external perspective during key phases of project implementation, including development, pre-procurement, procurement, and monitoring. Their role is advisory and independent, adhering to existing laws, policies, and confidentiality safeguards. The BCBP will provide observations and recommendations to aid continuous improvement, identify potential risks, and promote better governance practices.

Importantly, BCBP will not engage in procurement decisions, bid evaluations, or contract awards, maintaining strict impartiality throughout the process.
