Manila: The Department of Education (DepEd) has highlighted the importance of ensuring the safety of learners and teachers, along with the continuity of education, in the wake of tropical cyclone Pepito (international name: Man-yi). This announcement was made on Monday, emphasizing the need for effective response and recovery measures in affected areas. According to Philippines News Agency, DepEd issued Memorandum Order No. 64 series of 2024, signed by Secretary Sonny Angara. It mandates school officials to report any displaced personnel, learners, or casualties to local Disaster Risk Reduction and Management Offices (DRRMO). Schools have been instructed to activate their medical and DRRM teams, assess the safety of classrooms and facilities, and provide necessary interventions for those affected. The DepEd assured its commitment to prioritizing the safety and education of learners and educators amid disasters. Unsafe areas in schools are to be clearly marked, and safety protocols disseminated promptly. Add itionally, the memorandum requires school officials to ensure access to psychological first aid, in collaboration with relevant government agencies, and to provide essentials such as food, clean drinking water, and hygiene supplies for affected staff and learners. Continuous assessment through daily situation reports is mandated, with submissions due from all regional and school division offices by 9 a.m. These reports will include updates from the school DRRM's Rapid Assessment of Damages Report. The DepEd stressed the importance of sustaining educational continuity to prevent further learning loss. Field offices and schools are tasked with implementing Alternative Delivery Modes, utilizing the most suitable learning methods, including the Dynamic Learning Program (DLP). This program offers a flexible learning setup with make-up classes, catch-up sessions, activity-based engagements, and reduced homework. Before resuming in-person classes, assessments must ensure the readiness of affected learners and teac hers. The memorandum also allows for localized temporary suspension of in-person classes if necessary, to facilitate recovery from the cyclone's impacts.
