Manila: The Department of the Interior and Local Government (DILG) is set to implement significant reforms within the Bureau of Jail Management and Penology (BJMP) to ensure humane treatment and improve the lives of persons deprived of liberty (PDL) in the country. The initiative comes amid growing concerns over the overcrowded conditions of jail facilities.
According to Philippines News Agency, the latest data from BJMP reveals that 351 out of 488 jail facilities across the nation are overcrowded. This amounts to nearly 72 percent of the facilities, with an average congestion rate of 279 percent. DILG Secretary Jonvic Remulla highlighted the severity of the issue, pointing out that in Pasay jail, a room measuring 50 to 80 square meters houses 200 prisoners.
Remulla emphasized that the dire conditions in jails and the issues faced by PDLs have historically been sidelined in national discussions, overshadowed by other law enforcement priorities. He stressed that improving jail conditions is an essential component of a functioning justice system, noting that neglecting these conditions is not an option.
The DILG is actively pursuing initiatives aimed at jail decongestion and facility improvements as part of its proposed budget. These efforts include enhancing collaboration with other government agencies to achieve sustainable, long-term reforms. Remulla also recognized the support from local government units in assisting BJMP facilities, though he noted that the extent of support varies with the resources available to each locality.
He further stated that addressing jail conditions will necessitate a comprehensive approach involving national and local government cooperation. This will ensure that detention facilities across the country become safer, more humane, and more functional for all individuals involved.
