Antique: The Department of the Interior and Local Government (DILG) has made it clear that the submission of the Statement of Campaign Expenditures (SOCE) is a prerequisite for newly elected officials (NEOs) to assume office by noon on June 30. This requirement is part of the process to ensure transparency and accountability in the electoral process.
According to Philippines News Agency, DILG Antique Provincial Director John Ace Azarcon stressed the importance of the SOCE during an interview on Wednesday. He stated that before NEOs can begin their official duties, they must submit their SOCE to the DILG. Along with the SOCE, officials are also required to provide their Oath and Certificate of Assumption of Office.
Azarcon highlighted that the DILG is committed to supporting NEOs in fulfilling their roles effectively. As part of this commitment, the department will conduct a training program for both first-time and reelected officials. This program aims to educate them on their responsibilities and prevent any overlap in duties.
In previous years, separate training sessions were held for mayors, vice mayors, municipal/city councilors, and provincial elected officials. However, this year, the program has been redesigned to include all officials in a single setting, fostering collaboration and a unified approach to governance.
Azarcon explained that the training program will promote a common understanding of local government administration dynamics. This includes helping mayors comprehend the workings of the Sangguniang Bayan (SB). Additionally, the program will cover topics such as drafting resolutions and ordinances, which are crucial for councilors and vice mayors in their roles as presiding officers.
