Manila: The Department of Energy (DOE) in the Philippines has announced revised guidelines that expand the classifications of electric vehicles (EVs) from four to six categories, as per its newly amended circular. This development is part of broader efforts to streamline the EV market in the country.
According to Philippines News Agency, the updated classifications are outlined in DOE Department Circular (DC) No. DC2025-09-0015, which amends the previous DC No. 2023-05-0012. The six classifications now include Battery EVs (BEVs), Hybrid EVs (HEVs), Light EVs (LEVs), Plug-in Hybrid EVs (PHEVs), Range Extender/d EVs (REEVs), and Fuel Cell EVs (FCEVs). This marks a significant shift from the former categories that only included BEVs, HEVs, LEVs, and PHEVs.
The amendments follow nationwide public consultations held in July 2025. Among the changes are new definitions aligned with technological innovations and recognition of documentary requirements and EV recognition applications. Notably, EVs that are discontinued or no longer marketed will be removed from the Recognized EV List as per the new guidelines.
Energy Secretary Sharon Garin emphasized the importance of these changes, stating they represent a critical step toward creating a more organized and accessible EV market in the Philippines. She highlighted the benefits of harmonizing EV recognition guidelines as a means to reduce administrative burdens, increase transparency, and accelerate nationwide EV adoption.
