Manila: The government is working to strengthen its partnership with Poland in the realm of criminal justice, focusing on negotiations for a proposed Agreement on the Transfer of Sentenced Persons. Initial discussions took place in Manila from November 5 to 7, as announced by the Department of Justice (DOJ). According to Philippines News Agency, these preliminary talks also covered the proposed Agreement on Mutual Legal Assistance (MLA) in Criminal Matters. MLA facilitates legal cooperation between states, aiding in investigations or prosecutions by securing evidence or voluntary statements, and by enabling the confiscation or forfeiture of criminal proceeds located abroad. This legal framework is essential for obtaining evidence and recovering illicit gains beyond national borders. The Transfer of Sentenced Persons initiative is designed to allow nationals convicted abroad to serve their sentences in their home countries, thereby promoting their rehabilitation and reintegration into society. Official data indicates a significant Polish issuance of 29,154 work permits to Filipino workers last year, a notable increase from 2,057 in 2018. Many of these workers transitioned directly from other popular migration hubs such as Hong Kong and Taiwan. Additionally, from 2021 to November 2023, there were 2,980 Filipino visas processed in Hong Kong, 2,969 in Taiwan, and 1,006 in Abu Dhabi. The Philippine delegation for the discussions included Chief State Counsel Dennis Arvin Chan as the head, supported by Assistant Chief State Counsel Mildred Bernadette Alvor, along with state counsels and officers from the Department of Foreign Affairs. The Polish delegation was led by judge Przemyslaw Domagala, with officials from the Ministry of Justice's Department of International Cooperation and Human Rights, including Marzena Górzynska and Tomasz Chalanski.
