DOJ Receives Highest COA Audit Opinion for Fiscal Year 2025

Manila: The Department of Justice (DOJ) received the highest Commission on Audit (COA) audit opinion for fiscal year 2025, as it leads by example the continuing pursuit of real justice for all.

According to Philippines News Agency, in a news release on Friday, the DOJ said it received an 'unmodified opinion,' which is the most favorable type of audit opinion that the COA can issue. The COA report showed that the DOJ's financial statements as of Dec. 31, 2025, were presented fairly and that the department's transactions are properly authorized and recorded, with assets safeguarded against unauthorized use or disposition, in accordance with the International Public Sector Accounting Standards (IPSAS).

Under Justice Secretary Fredderick Vida, the DOJ reaffirmed that its financial statements have been prepared in conformity with the IPSAS, supported by comprehensive systems of internal control and financial management. 'We need to assure our countrymen that the DOJ stays anchored in the pursuit of justice, and most importantly, on the transparent and responsible handling of public funds that will be allotted to the betterment of society,' Vida said.

The DOJ recognized the COA's unmodified opinion as a testament to its continuing efforts to uphold accountability and transparency in the stewardship of public resources. Under the 1987 Philippine Constitution, Article IX-D, the COA acts as the supreme auditing arm of the Philippine government, granted with the power to conduct financial, compliance, and performance audits according to the International Standards of Supreme Audit Institutions.
