Bulacan: The Department of Justice (DOJ) on Friday announced that its investigation into ghost flood control projects in Bulacan is progressing, with individuals named in the first batch of five cases required to submit their counter-affidavits by November 24.

According to Philippines News Agency, defense lawyers participated in the initial preliminary investigation and were formally provided with copies of the complaint. DOJ spokesperson Polo Martinez stated in a media interview, "Today marks the conduct of the preliminary investigation. We had our very first hearing where we issued (copies of the) complaint to respondents. They have ten days from today to file their counter-affidavit."

Martinez also mentioned that a resolution is expected by December, as the DOJ has a 60-day period to conclude the preliminary investigations. The five cases in question involve projects in Bulacan and various respondents.

Additionally, the DOJ is considering the possibility of placing resigned Ako Bicol Partylist Rep. Zaldy Co under its Witness Protection Program (WPP). Martinez noted that Co is free to apply for the program, but any application would require a thorough assessment of the content, authenticity, and veracity of his testimony.

Martinez further clarified that Co's video cannot be accepted as evidence unless it is formally submitted to the DOJ. He emphasized that only submitted evidence can be evaluated, in accordance with the law and the new quantum of evidence requirements.
